Blackburn with Darwen Borough Council
Paul Butler Associates led the production of a series of heritage and design documents for the five conservation areas in Blackburn's town centre.
We prepared character appraisals for the Cathedral, Darwen Street, King Street, Northgate and Richmond Terrace conservation areas and a management plan for the entire town centre. These were supported by development guides, a public realm appraisal and an archaeological assessment.
